We have to plan the aims, how to achieve them, the shape of the lesson and the most appropriate techniques for the learners.
For example for introducing a new grammatical structure we might choose the PPP (presentation, practice, and production) structure or the TBL (task-based learning) approach.
Skills lessons play an inportant role in the lesson because they have regular shapes that we can use to organize lessons plans; for instance the receptive skills reading and listening tasks go before for learners to do and the productive skills writing and speaking, there is an introductory stage to set the scene, input the language and a feedback stage after the writing or speaking activity.
The aims and the procedures are connected. Moreover, we have to take into account the available materials, the lengh of the lesson and learners information to identify possible procedures.
The most important thing is to make sure that the materials, tasks and activities will help students to achieve the aim we have identified.
